But the council wouldn’t pay Housing Benefit, because I was living in a family member’s house. Then I started shoplifting. I’m not proud of it, but if you went 24 hours without food you would shoplift.” David was arrested multiple times over a six-month period and imprisoned for two-and-a-half years.
